You must set up the administrator's email address in the trigger configuration manually as there is no guaranteed way of fetching the admininistrator's email form the system.

The order of the triggers is also important:

Rules run in a sequential cycle. Certain rules will have actions that change parameters used as conditions in other rules. To achieve the expected outcome, it is therefore important to consider the order by which rules are run. Inactive triggers are always displayed at the bottom of the table, where their order doesn't matter. Only the order of the active triggers is taken into account.
